History
All Property Services started out as Delaney Properties and was founded in 1970 by F.H. Delaney. His efforts were instrumental in developing Mall St. Vincent. By the 1980s, two of his sons, Daniel and Matthew, joined him and together they grew and developed Shreveport’s west corridor into a major retail hub.
Matt Delaney was responsible for developing 32 acres along Mansfield Road. He brought the first Super Lowe’s to Shreveport, along with Red Lobster and Olive Garden. He still manages this development which now contains Applebee’s, Denny’s, Chase Bank, Smoothie King, Valvoline, Rent A Wheel, Popeyes, El Jimador Mexican Restaurant, and Secure Care Self Storage. APS built this 80,000-square-foot premier storage facility and later sold it to Secure Care. Over the years, Matt has secured more than 12 government leases. APS continues to specialize in securing government entities for our clients as a preferred GSA contractor, which includes several U.S. post offices, the USDA, VA, and Armed Forces Recruiting Center. Matt’s next large venture was to redevelop Shreve City, which was one of the largest shopping centers in the state and virtually empty. He brought in Walmart as the anchor and did a massive remodel of the center. Under his expertise, the center’s value was raised by 2.4 times the owners’ expectations. Matt is currently a head developer for one of the largest real estate conglomerates in the nation.
Randy James also has a strong track record of success in creating, owning, and operating profitable businesses. As Vice President and Senior Director of operations of A&M Food Services, Randy expanded their franchise holding to 265 restaurants, the nation’s largest and most successful franchisee of Pizza Hut at that time. In 1981, Randy established Cowboys Club & Grill, the most successful nightclub in the history of the area. Randy has created several well-known restaurants and nightclubs and is an active member and past President of the Louisiana Restaurant Association. Randy has also sat on the board of the Shreveport-Bossier Convention and Tourism Bureau, the Krewe of Centaur, and The Independence Bowl Foundation, to name a few.
APS currently manages well over a million square feet of shopping and business centers in Shreveport-Bossier. Matt and Randy recently bought the old Bossier Racket Club and converted it into a restaurant hub containing Flying Burger and Seafood, Andy’s Custard, Another Broken Egg, Chicken Salad Chick, and Tropical Smoothie.
Daniel, Matthew, and Randy are fiercely devoted to their clients and understand their business is founded and thrives on strong relationships.
